Description

This paper details some of the innovative methods that the Papua New Guinea Financial Intelligence Unit has developed using anti-money laundering legislation to address large-scale grand corruption. In an environment where many Government systems are affected by corruption, these methods have had a measure of success where other changes attempted have had a more limited impact. It is likely that the problems experienced by Papua New Guinea are also seen in other developing countries and, as such, these processes are presented here in the hope that they may be of interest to other countries battling corruption. Equally, they are hopefully of interest to those working in the field of forensic accounting research and teaching, as it is in this context that Forensic Accounting may potentially be able to make a direct and real contribution toward the alleviation of poverty and suffering in developing countries.
