Abstract
In an era afflicted by armed conflicts that do not involve competing conventional armed forces, but instead engage militants who are private actors against State armed forces, a lack of clear and comprehensive international standards creates uncertainties. What are twenty-first century foreign military or international peacekeeping personnel permitted to or prohibited from doing when they apprehend and detain persons engaged in armed hostilities?
