Abstract
[extract] Trade by sea has always been vulnerable to attack and the first ‘navies’ were created to protect commercial shipping from ‘pirates’. While piracy has existed for millennia, indeed for as long as man has gone to sea, and ‘legal’ piracy through privateering existed for about 700 years, any public memory of attacks on shipping nowadays would go back to the Battle of the Atlantic in World War II.
