Abstract
[extract] When Papua New Guinea became independent in 1975 governments, international organisations, and other participants and observers of international relations, tended to define 'security' as referring to the safety of states from armed attack or subversion by another state (or states). Until the late 1980s, the Oxford English Dictioncny described most usages of 'governance' as obsolete (the term was certainly not widely used at the time in academic studies or the practice of politics and public administration).
