Abstract
In order to reveal the effective approaches to user participation and supporting organizational actions in e-government development, we employed an exploratory case study with a local government agency in Dubai, United Arab Emirates, to identify the important contingencies that may influence the effects of user participation on e-government assimilation, as well as the organizational actions that enhance effective user participation. The resulting framework can be used for future empirical investigation.
