Abstract
Updating and extending earlier work, (see Commissioned report no. 47), the study compares research inputs and outputs across all institutions in the Unified National System (UNS) using figures for the benchmark year 1995. It examines differences across institutions and fields of research by sources of funding - both 'targeted' research funding from agencies like ARC, and 'non-targeted' operating grants for universities. It investigates what ' discretionary' resources are applied to research, and how these allocations are determined and distributed by the institutions themselves. The report considers the relationship between research inputs, activities and outputs and how this may be assessed.
