Abstract

In recent years, piracy around the Horn of Africa has become an increasing concern.Yet despite the currency of the problem, piracy is a crime that has been a challenge forhumanity throughout recorded history. It is sometimes referred to as an 'internationalcrime' and has, for centuries, attracted universal jurisdiction to combat it on the highseas.1 This paper considers the nature and substance of the legal framework for piracy atinternational law, tracing it from its origins to the contemporary challenges faced today.
