Abstract
While an ASA/NSF/Census Fellow in 1985/1986, I joined the Small Area Adjustment Group at the Bureau of the Census. It was in this forum that Isaki , Diffendal and Schultz developed their ideas into the paper we now see. When I interrupted my fellowship to return to teach the Spring Semester at Iowa State, the basic ideas were well developed. Now with the results in place, the paper makes very nice reading, and the authors are to be congratulated.
