The propagation of electromagnetic wave packets is examined using the concepts of complex amplitude vectors and a complex phase function. The relationship "betf/een these quantities and the physical characteristics of the propagation is described and a hasic theory is "built up^ whichy for certain modes of propagation^ shows the necessary connection between the phase function and the various amplitude vectors. General equations are obtained in terms of potential functions which can determine the phase function and the amiDlitude vectors
