This thesis investigates the social and technical aspects of engineering in a Pacific Island broadcasting organisation. The analysis focuses on problem solving and the ways in which the organisation is seen to facilitate and constrain the problem-solving endeavours of its engineers. The concept of technological capability provides the theoretical framework for the investigation. Two significant studies on technological capabihty are referenced to both studies of engineers and the Uterature on Pacific Island development
