Abstract
One of the most effective and political cohesive campaigns to emerge in Victoria in recent years has produced a strong alliance between unions and passengers over the future of the state's public transport system. How have Victoria's rail workers managed to break through the isolation imposed by hostile governments and inconvenienced commuters? And what are the implications for future campaigns in this and other areas?
