Abstract
Bill Clinton has an industry policy, but not much room to move. Joel Rogers is professor of law, political science and sociology at the University of Wisconsin- Madison. He is co-author, with Joshua Cohen, of On Democracy, and, with Thomas Ferguson, of Right Turn. He is currently writing a book on associative democracy and democratic governance. He is also a director of the Centre on Wisconsin Strategy (COWS), a Milwaukee-based centre for local industrial regeneration.
