Abstract
It is now clear to most people that in the midst of our severe and prolonged recession, substantial government action to stimulate renewed economic activity is essential. The only debate during the first two months of this year nas been about the extent of the stimulus. This is a refreshing change from the unrelenting pressure for cuts in public outlays during the last decade.
