Abstract

The role of flag States in exercising effective jurisdiction and control over administrative, technical and social matters on ships flying their flag lies at the heart of the international system of maritime regulation and enforcement. As other chapter in this book discuss, that system is now a multi-faceted and collaborative one involving flag, port and coastal States both individually and collectively. This chapter adddresses specifically the role played by flag States in the systems.
