Abstract
This paper considers the establishment of organized crime policing in England and Wales with particular reference to the influence that law enforcement practitioners had over this development and the implementation of policy. The analysis is based on original research conducted on unpublished official sources held at the UK National Archives and on published UK Parliamentary and other official documents. Whilst policy-makers advocated a regime driven by intelligence, from the outset practitioners drove developments on an investigation-need basis with a focus on achieving convictions rather than on identifying and resolving the wider harms of organized crime.
