Abstract

Among Iran's ruling mullahs President Ali-Akbar Rafsanjani is considered a moderate and a pragmatist, and, so long as the moderates hold the balance of power, Iran, say the experts, will remain neutral in the present Gulf crisis. Indeed, they say that Iran's declaration of neutrality—together with its offer to negotiate a settlement on behalf of the coalition with Iraq—is evidence of the moderates' consolidation of power.
